In denying parole this week to a former Billerica man who is serving life in prison for the 1986 beating death of his son, the state Parole Board's decision appears to shed little light on convicted killer Richard Seymour's future prospects for freedom. In its written decision released on Thursday, the Parole Board wrote that Seymour has not demonstrated a level of rehabilitative progress that would make his release compatible with the welfare of society.
