Improvements at the Peggy Hannon-Rizza Recreation Complex have been a long time coming, recreation officials echo from their offices. The Billerica Recreation Department and Recreation Commission have been awarded the Parkland Acquisitions and Renovations for Communities grant from the Executive Office of Energy and Environmental Affairs.
