Kids and parents dreaming of an outdoor skating rink in town will have their wish come true in the new year. After a hiccup Friday -- because of frozen solid ground outside the Billerica Recreation Department on Boston Road -- officials went to their backup plan, relocating the family skating rink to Kohlrausch Park.
