Police say they arrested a drug dealer -- who was wearing body armor during a transaction -- and found him with more than 1,000 grams of heroin on Wednesday. According to police, detectives working with Tewksbury, Billerica, and New Hampshire State Police agencies were observing the area of East Merrimack and Fayette streets.
